If I had to guess, I'd say that the Chapter 3 title card was just something left over really early in development. Most datamined games will have a lot of unused animation files, models, sprites, textures, VA lines, etc. that never get used. Or something that becomes obsolete. One option could be that the missions were ordered or structured differently at one point in development to necessitate breaking things up differently.

From a screenwriting angle, the main story always felt like Chapter 1 and the epilogue felt like Chapter 2. Since the first, second and third act all falls under that first chapter. Mission 51, to me, was something that felt more like the ZEKE fight in PW, which never came about because of whatever was going on between Konami and Kojima at the time. Why they'd be labeled that way will always baffle me.

That said, a hypothetical third chapter would've been perfect for DLC disconnected from the main story completely. Like going around other regions or self-contained areas to resolve conflicts and spread "peace" the Diamond Dogs way. In my case, with bullets and balloons.

I think chapter 3 got scrapped for a reason. The main game is already filled with too many plot points and characters that should've gotten proper attention during those 50 missions. Plus it also would've kinda ruined the ending. All this stuff with missing metal gear and Eli feels so inconsequential compared to it

I think I disagree? MGSV feels unfinished to me. Maybe I'd prefer that to the MGS4 method of using 'Nanomachines' to explain everything single unresolved plot point, but MGSV doesn't conclude - it just stops.

Yeah It was one his only screwups that wasn't related to Konami's interference. Kiefer Sutherland was nowhere near as good Hayter and he's not that famous either.

I thought Sutherland was largely fine (as far as I remember). I just think if you were going to do it have it make sense; it could've been a stroke of genius if it was implemented correctly.

I don't think there was any chance of that happening unfortunately. I remember being critical of Hayter's attitude around him not being cast again at the time, but only a few years later did we find out that Kojima had been actively trying to get rid of him for years and it clearly rankled with him. I mean he is Snake and always will be, but that was the beginning of Kojima really pushing to make connections and have Hollywood actors to be in his projects instead of voice actors, culminating in games like Death Stranding. We just didn't know it yet.

Not big enough for Kojima it seems. He tried to get rid of Hayter in the role as early as MGS3 (being forced to reaudition for the role of Snake then and for MGS4 too). He wanted Kurt Russel to take over for MGS3 but he had no interest (something Russell pretty much confirmed last year). Think Kojima pretty much burned that bridge a long while back.

Man it's so heartbreaking. Hayter genuinely loves this franchise and its fans but in the end he got screwed over by the man who created it in the first place.
