I always thought the additional characters sounded good but MGS2 is quite a busy game as is, I can't imagine what two extra bosses would do to it.
I'd say the Penguin suit is probably the least intrusive idea that I would have enjoyed. The sketch by Yoji Shinkawa is so good.
