It’s a great setup for a design decision though!

To say nothing of the FOX emblem on the parachutes!  While I'm not really a fan of Skull Face (and like much of MGSV, question his existence), such brazen things do make the notion of a clean-up crew working in the shadows easier to accept.
XOF as a clean-up crew is a great “oh yeah I guess that makes sense” kind of retcon. And I feel Skullface is the perfect villain for a game like MGSV, that is full of those sort of “I guess” retcons. It’s a phantom entry that exists purely to “let the legend come back to life.” It’s pitched as a new never before mentioned chapter of Big Boss’ legend that none of us ever wondered about and had many scratching their heads before it even dropped. Much like how Venom was cooked up just so that the world wasn’t left without Big Boss for a few years, MGSV was cooked up just so the world wasn’t left without a Metal Gear game for a few years. For a game like that with a protagonist like Venom I can’t think of a better villain than “yeah this guy followed you for the entirety of MGS3 and you never saw him.”

Also to stay on topic: Skullface is lucky he never had to follow Solid Snake and clean up his stomach acid soaked cigarettes.
