Speculation: English Localization Issues?

If it came from some "story bible" that would make sense, but I'd be surprised if such a thing were made available to localization teams. The idea of it being a mistranslation rather than invention does make some serious sense. But I still question why the same error was repeated in Twin Snakes, especially with all the changes that did happen to the dialogue.
