I have a lore/plot question regarding the nuke of arsenal.

1. why solidus according to vamp didn't know about the purified hydrogen bomb which doesn't need a football case activation? i mean if it were the patriots who have told vamp and fourtne only about the purified hydrogen bomb to decieve them and make them want more to be part of the takeover arsenal gear, then why not telling this also to solidus?

2. if they thought they have a hydrogen bomb which isn't required the president approval to activate, why they went along with solidus plan to make the president approve and wait and all?

...I never thought the purified hydrogen bomb was real. Ocelot outright says: "That story about purified hydrogen bombs was the tip of the iceberg." Everything Ocelot did was to manipulate everyone involved to take part in the Plant incident to do a recreation of Shadow Moses.
