I don't remember off the top of my head but either way it has such a huge impact on Miller's relationship to Venom. Two individuals abandoned by the man they trusted with their lives. Miller was fooled into putting his faith in someone who was a lie the whole time. Miller's thoughts and doubts could make for great codec moments (another reason I think the gameplay should be more like the classics than MGSV-Optional codecs are a great opportunity to tackle some of the retcons and changes without it bogging down the main 'point' of the story).
I never thought about it but someone in the comments of this video says that this suggests that Ocelot may have been the one sent by Liquid to kill Miller those few days before the Shadow Moses incident.
