why the patriots didn't take rex or destroyed it if it's a dangerous "heaven" against them? Mei Ling says that after the events in shadow moses the data was falsified or erased completely. why? if you think about it the patriots should have destroyed it so no one could use nuke against them anymore. thats the one mass destruction weapon they do not control over lol...

is there something i miss?

Wasn't REX missing its railgun, which was what it used to stealth launch nuclear weapons? Without it REX was like a declawed cat, it posed no threat.

I also think that they might've presumed that REX was destroyed by Snake. It's been years since I played, but I think Snake and Otacon were surprised that it functional. They weren't intending on activating REX; it was a hail mary move to get it working (again, as far as I recall). The last time we saw it prior to MGS4 it wasn't moving and Snake and Liquid were fighting atop it.

RE rail gun; I think Liquid scrapped it and attached it to Outer Haven. So that's not quite right. That was why Liquid went to Shadow Moses.

Ah right you are! It's been many a trine since I played MGS4 so I just remembered REX was lacking its railgun and filled in the blanks.
