I don't get it, didn't they bring the cast in specifically to record lines like these?

My guess is that either Piddock wasn't available, or that specific line of dialogue was not ready until later in development and they had to improvise with sentence splicing.

It'd be funny if he ominously changed to his Phantom Pain recast actor for that one line, with some eerie music.

For Steam preorders - at least in the US (may vary further by timezone?) - preload is currently available. It may only be for the early access though.

Most likely. PS5 digital deluxe preorders can now download the game too I think.
